NRNA included in 15 points in policy and program, from stock market to investment visa

Kathmandu. The government’s policy and programmes for the fiscal year 2083/084 have included various issues related to Non-Resident Nepalis (NRNA).

The government has unveiled a total of 15 points of policies and programmes including NRNA. Under this, various programs have been put forward with the objective of making NRNA more active in the economic development of Nepal.

The policy and program has made provision for NRNA to participate in the share market of Nepal. The government hopes that this will help in bringing in foreign capital. In addition, a policy of providing special investment visa targeting NRNA has also been included.

1. Capital Market Participation :

2.Diaspora Capital Operations:

A new model of infrastructure financing will be implemented by mobilizing alternative development finance, diaspora capital and private investment.

3.Diaspora Expert Network and Knowledge Tank{{ TAG_OPEN_b_139}}” Installation :

A “TAG_OPEN_em_90 Diaspora Expert Network” and a “Knowledge Tank” will be established to link the capital, skills, experience and technology of Nepalis living abroad with the national development. To attract investment of Non-Resident Nepalis, legal protection, facilitated financial arrangement and return of return system will be ensured.

4.Policy and Legal Provisions :

Policy and legal provisions related to citizenship, investment, financial access and democratic rights will be strengthened to strengthen the participation of Non-Resident Nepalis.TAG_OPEN_em_88

5. Overseas Investment Attractions:

The basic restructuring of economic incentives will be carried out to reduce the cost of production, simplify the business environment, remove policy and legal barriers, and attract domestic, foreign and overseas investment

6.Nepal Investment Visa:

The “Nepal TAG_OPEN_em_84 Investment Visa” will be issued to the investors who invest above the date specified by the Government of Nepal.

7. Ship Passport:

The skills of the youth who have returned from foreign employment will be documented through a digital “skill passport” and international vocational certification will be made available

8.Remittance-Investment Reconciliation Fund:

“Remittance-Investment Reconciliation Fund” will be set up to convert remittances from consumption to productive investment.

9.Skills and Employment:

A national apprenticeship programme based on the “Learning by Earning” concept will be undertaken.TAG_OPEN_em_78

10. {{TAG_OPEN_b_131}Remote Work Policy:

Legal provision will be made for a ‘remote work policy’ that allows people to work for foreign employers while staying in Nepal.

11. Strengthening of Passport and Consular Services:

Passport and consular services provided by Nepalese missions abroad will be strengthened. In order to protect the safety and security of Nepalis living abroad, a “Central Response Unit” will be established round the clock at the Ministry of Foreign Affairs and rapid rescue teams will be operated at the diplomatic missions.

12.Employment } decade :

In order to transform foreign employment from compulsion to alternative, a program will be implemented from fiscal year 2083/084 to 2092/093 by declaring “Employment Promotion Decade”.TAG_OPEN_em_72

13. Secure, Orderly R Rewarding Foreign Employment:

Foreign employment will be made safe, systematic and rewarding.TAG_OPEN_em_70 Action will be taken against exorbitant service charge and labour exploitation. Separate lanes and services will be made available for those going for foreign employment. Rescue and welfare programs will be strengthened for the families of workers who die or are mutilated abroad. An integrated stimulus package will be introduced to encourage reverse migration.

14. Workers} } Legal Assistance} }{{TAG_CLOSE_ b_107}} Nyayama Sahaj} Access :  

easy access to legal aid and justice will be ensured for workers. Minimum wages, occupational safety and health at the workplace will be ensured by implementing regular labour inspection system. A national level welfare fund will be effectively mobilized by developing good labour relations between the government, employers and workers.

15. Agriculture Enterprises :

Manpower who have returned from foreign employment will be attracted to agricultural enterprises.
