Kathmandu. KATHMANDU: Coordinator of the Communist Party of Nepal (CPN) and former Prime Minister Pushpa Kamal Dahal ‘Prachanda’ has said that the government’s annual policy and programme is ritualistic and status quo.
Addressing the House of Representatives, Prachanda said, “The government had made its roadmap public after the formation of the government. But the policies and programs have not been able to capture the spirit of the ruling party’s manifesto, roadmap and national commitment. ”
Expressing dissatisfaction over the haste and practice of presenting the policies and programmes, he said, “The haste in which the policies and programmes are being presented and the practice we have adopted, has made the discussion on the policy and programme a mere ritual.” ”
In his address, coordinator Prachanda said that although this government was formed on the foundation of the dreams of Madhesi people, the entire policy and program is silent towards Madhes. “Ruling party president Rabi Lamichhane has apologized to the Dalit community on behalf of the state. But this apology was nowhere to be found in the government’s policies and programs. The government has become more regressive than the previous status quo governments on the issue of Dalits. He said that the policy and programme has not addressed the needs of the Dalit Development Authority, promotion of indigenous skills and special rights policy.
