Kathmandu. KATHMANDU: Two posts of deputy governors of Nepal Rastra Bank (NRB) have been lying vacant since Wednesday. Deputy Governors Dr. The tenure of Neelam Dhungana Timsina and Bam Bahadur Mishra ended on Sunday.
It is said that there is a scramble among 18 executive directors of the bank for the vacant post. According to the NRB Act, only the executive director can appoint the deputy governor. There is no provision for senior or junior for this. The past shows that the executive is appointed on the basis of ‘his power and devotion’.
On the recommendation of the governor, the names of four people are presented to the cabinet by the finance minister and two of them are appointed as deputy governors. This time, Roshan Kumar Sigdel is on a 30-day leave for retirement out of one and a half dozen executives in the race for the post of deputy governor. Due to age limit, his service is expiring on Chaitra 18, 2002.
Among the incumbent executives of the bank, 3 in 2053, 5 in 2054, 1 in 2058, 2 in 2059, 1 in 2060 and 6 in 2063 BS joined the bank. Among them, 3 are Dayaram Sharma Pangeni, Ramu Poudel and Guru Prasad Poudel of Syangja.
Likewise, Pangeni of Syangja, Rajan Bikram Thapa of Gorkha and Rajendra Bhattarai of Arghakhanchi joined the NRB as assistants in 2053 BS. Rewati Prasad Nepal of Palpa, Chet Prasad Upreti of Chitwan and Dr. Madhav Kumar Nepal of Kavre entered the service in 2054 BS. The deceased have been identified as Ram Sharan Kharel, Naresh Shakya of Kathmandu and Roshan Kumar Sigdel of Jhapa.
Those who entered service in 2059 BS are Ramu Poudel and Guru Prasad Poudel of Syangja. Dilliram Pokhrel entered the party in 2058 BS. Except for 2053 B.S., all other assistant directors have entered the service. Thapa, Pangeni and Bhattarai joined the bank as assistants in 2053 BS.
Chartered accountant Bishrut Thapa, who joined the service in 2060 BS, is from Maligaun, Kathmandu. Similarly, six executives from Sunsari are among the six executives who joined the service in 2063 BS. Satyendra Timilsina, Dirgharaj Rawal of Achham, Nischal Adhikari of Bhojpur, Anuj Dahal of Jhapa, Kiran Pandit of Kathmandu and Deepak Raj Lamichhane of Nuwakot have been selected for the post.
The Rastriya Swatantra Party (RSP) has become the largest party after the interim government formed after the Jenji agitation on September 7 and 24 held the elections on March 4. With the formation of the largest party, the debate has started whether the incumbent government should appoint the deputy governor of the Rastra Bank or the next government.
The term of the deputy governor is five years. Apart from those who voted in the recent elections, there are no employees of the Rastra Bank who are known as RSP cadres. According to sources, some of the one-and-a-half dozen are known as Congressmen. Before August, they used to post pictures on social media to show their closeness to Governor Poudel and the Nepali Congress.
