New govt should address 3 demands of Genji: PM Karki

KATHMANDU — Prime Minister Sushila Karki has fulfilled the responsibility of holding the election to the House of Representatives on the scheduled date. Prime Minister Karki seems to have found a kind of satisfaction at a time when preparations for the formation of a new government have begun after the election was held peacefully on March 4 after the election results were declared.

Edited excerpts of the conversation between PM Karki and RSS correspondent Kalika Khadka about the problems and challenges he faced while fulfilling the responsibility of holding the elections and his experience while leading the government as the former

Chief Justice.

The election of the members of the House of Representatives was held peacefully. As the Prime Minister, you have led successfully. How do you feel? I don’t feel that way. But everyone was worried about the country. The election was held peacefully amidst a period of uncertainty. Everyone who cares about the country and wants the welfare of the country is happy. I’m happy too. The responsibility that was assigned to the government. We were able to complete it on time. It feels like a joy.

took over the responsibility of the Chief Executive in the difficult situation of the country. There were definitely challenges in the initial days as it was in the aftermath of the Genji movement. How do you remember those challenges?

There were many challenges when I took the helm. I wondered if I could work for myself. It was only six months. A lot of people attacked him. He also distrusted. The entire old party stood against us. The people who said it was Genji immediately told him to leave. He said that he had hijacked the movement of Genji. At that time, there were very few people to help us. The members of the cabinet worked comforting each other. Even when I met the representatives of foreign diplomatic missions, I used to ask, “Is it possible?” Peace and sympathy did not come from many sides. We didn’t have a large number of supporters behind us. We were a limited number of people in the government. There were a lot of attacks in between. People didn’t even trust us. There were comments about a woman on it. But I heard it with one ear, and blew it out of the other. I didn’t quit my job.

Where did the courage, courage and confidence come from to say ‘I can lead’ in such a difficult situation?TAG_OPEN_strong_127

It came from within my heart that I could. Before I became the Prime Minister, I did not guess. My body, strength, strength was like 16 to 18 years old. If it is not possible, then due to high blood pressure, a person can ‘suck’. Criticism was everywhere in the newspapers. My blood pressure went down instead of rising. The doctor was surprised. But I don’t have to panic. It has also been experienced. Politics is a value. Even the people of the judiciary have been through it. I have faced a difficult situation. The same feeling was felt in court. But it is not allowed to be expressed. It can also be expressed here.

Moreover, from an early age, I was taught to endure and not panic. From a young age, I used to think that if I did something with courage, I could do anything. There was also confidence. I prayed to God many times. I wondered if the Maoists had ever fought armed conflict, killing people. What has been said when? How long will Nepalis die? “God, do this,” I said, folding my hands.

I don’t have enough. I became the Chief Justice. I became the Prime Minister. I have sons and daughters-in-law. He has a grandson. There is accommodation. I am satisfied with everything. “I don’t want anything personal, God bless the country where I was born and raised,” I said. Whatever I asked for, it was enough. It must have been my blessing from my father, my mother. I said it didn’t rain on Election Day, it didn’t rain. I said it wouldn’t snow, but it didn’t. I said this with my confidence. Coincidentally, the weather was good. And I also thank nature.

The most difficult turning point in leading the country, did you ever think that I couldn’t do it now?

It’s been like that over and over again. The day the parents of the martyrs of the Genji movement came to Baluwatar and cried, it seemed like a heart attack. The newspapers seemed to be saying ‘no government’. One of the gens said, “We have to run the government, why are you running it?” “They couldn’t tell the president at first, ‘I can’t.’ At the end of the government’s term, they were saying, ‘Make me a minister’. But I didn’t get angry, they weren’t children.

The political parties had also said that even if you are the prime minister, you will run the government by appointing a minister from a political party. The Prime Minister is the biggest thing in this country. It’s not that valuable to me. I still like to be called Chief Justice. I like the company of the judiciary. But people are attracted to the Prime Minister. “Sushila can do that, we can’t,” he said. He also spoke abusively. Everyone said that he was dressed like this, that he was wearing such a bangle, that he was walking in a crooked manner. I don’t care how much I criticise. It’s your vision.

From what point do you feel confident that the election will be held now? 

I was appointed as the Prime Minister on September 27. The next day, the 28th, was Saturday, and the Election Commission started its work from the 29th. We first paid attention to the problems of the families of the martyrs who were martyred in the Zenji movement. We listened to what their families said and acted accordingly. Then we focused on the election.

We mainly focused on the election. We facilitated what the Election Commission demanded. We discussed with the President to create a mental environment. There were 21 groups of Genji each. One says one, the other says another.

It was like a sister organization of the party. Some called for the executive prime minister, some for the elected prime minister and some for amending the constitution. They were also saying things that the constitution could not do. I didn’t even listen to what Jenji said. The political parties say that this government will only conduct elections. Genji says, “Do all the work, this is the government that came from the rebellion.” We were like jumping on the floor. I had to face that situation too.

Historically peaceful elections were held amidst various ups and downs. Do you feel like you have achieved the greatest achievement of your life?

I don’t think so. I was given a class exam in my life, I passed. I took the second class exam and passed. He passed his master’s degree while studying. There are trials in life according to time. In fact, it was a struggle of life. The country was relieved. In the beginning, the words that came out of my mouth was, “People should not die in elections. Not even a drop of blood should be lost. Eventually, it was peaceful. I want to thank the general public. The Nepal Army, Nepal Police, Armed Police Force, National Investigation Department, Election Police and all the security personnel have made a huge contribution in making the election successful. I want to thank you very much as the Prime Minister.

Who helped to make the election and the government successful?

The main task of the government was to conduct elections. I want to give 50 per cent credit to the Election Commission. History will not forget the contribution of three commissioners including Acting Chief Election Commissioner Ram Prasad Bhandari. Out of the five office-bearers in the commission, three of them did such a great job. As the Prime Minister, I would like to thank all the three office-bearers and the entire commission. I would like to thank Home Minister Om Prakash Aryal the most. You have worked hard day and night. I would also like to thank the other ministers.

Every citizen has equally contributed to this success of the government. The chiefs of all the four security agencies have also played a major role in the safe landing of the country in this place by formulating an integrated security plan and implementing it effectively.

Press advisor Ram Bahadur Rawal and Chief Personal Secretary Adarsh Kumar Shrestha have said that I should not be forgotten in my life.TAG_OPEN_div_214 Rawal is not only a journalist, he has honesty and a sense of helping people. Chief Personal Secretary Shrestha is a court employee. He is also a law student with a good knowledge of the technology and law of working in the court. He has worked as a personal assistant to many Chief Justices. I was a personal assistant when I was the Chief Justice. They used to work for 20-25 people in the secretariat.

is a person who has worked in the court for a long time, has a good knowledge of IT and law. He has worked as a personal assistant in the secretariat of many Chief Justices, winning the trust of all. At this age, 75 percent of the ideals are responsible for making me successful. It was possible because of his donation. Earlier, there used to be 40-50 employees in the PM’s personal secretariat. I want to thank all of you.

There was also a dispute in the middle regarding the issue of the Secretariat. What exactly had happened? 

The area where my house is located is the Newari area. I was getting help from them in my household management. I brought some people from the same known Newar community to stay in Baluwatar and other personal support. Their job was not a government job, it was only to help me with personal matters. Chief Personal Secretary Adarsh is also a Newar. Later, the issue of ‘nepotism’ was brought up as the relatives of all the ideals. They weren’t ideals, they were my people. That criticism didn’t go well. And I removed a lot of them from cooking. I cooked my own food for a few days. After that, the security personnel also helped.

There is criticism, but it is surprising that the previous prime ministers did not have any nepotism when they kept up to 90 people in the secretariat. When I was 73 years old, I was forced to do everything myself. It was taken to the stage of removal. When they could not attack me directly, they attacked my secretariat staff. But today, I want to thank all of them.

Initially, the main challenge was to have a dialogue with the political parties to conduct the elections. How did you overcome that challenge?

There were 125-TAG_OPEN_div_200 130 parties in the country. There are different opinions. A lot of people have a knife in their mouths, a knife in their armpits. Some have run the party alone. Raise money and walk. There are people of all kinds. Some are communists, some are democrats. Some will go to the former king’s house. No matter who is the prime minister, there is no one who wants to build the country. There is only a fascination with empty chairs.

Sitting in a chair doesn’t do everything. If you want to build a country, you have to work in your own field. If you do nothing else, if you educate your children well, you will become a family. But the chair is only fascinating. As a legal person, I didn’t even think I had to spend six months. We were also abused. We met a leader who used to abuse us so badly. We also heard the phrase ‘getout’ when we sat with Jenji’s representative in the President’s Office. “We won’t keep you in the prime ministership,” he said. We also endured it and Mum. If you had said, ‘I have left’, who would have taken responsibility for the country? I have love for this country. I couldn’t leave.

We met a lot of people from political parties. We held discussions with leaders of major political parties, the then President of Nepali Congress, Sher Bahadur Deuba, CPN-UML Chairman KP Sharma Oli, Coordinator of Communist Party of Nepal Pushpa Kamal Dahal ‘Prachanda’, leaders of the Rastriya Swatantra Party and leaders of the 125 political parties. There was such a movement. We have brought the country from that situation to the present situation. One of the IGPs scolded me while speaking. It was all a struggle.

The old staff and the old secretary were looking for the old party. New people do new things. After enduring all this, we have now reached a peaceful state. For this, tireless efforts were made. I held 14 meetings in one day. Many times we have stayed till 2-3 o’clock in the night. Every day, I have five meetings, 10 meetings, I have met people. It was for the purpose of trying to create an environment.

Again, the culture was such that everyone had to meet the Prime Minister, take a photo, and that was also done. Because, somehow, the election atmosphere had to be created. Even at 5:00 p.m. on Election Day, what was going on was going on. The possibility of an attack was prevented during the voting. Tensions were created in various places over religious and communal issues. We stopped them as well.

The National Investigation Department was made useless by keeping it under the Prime Minister. Now it has been made operational by keeping it under the Ministry of Home Affairs. The information provided by the Department of Investigation has played an important role in conducting this election and preventing many major accidents.

The then major parties had even gone to the Supreme Court for the reinstatement of the dissolved House of Representatives? 

The government had to hold the election anyway. We have been holding discussions with all the parties from time to time. The country was led to a full election. In the end, it succeeded.

In the election, the new party won almost two-thirds of the seats, the old established parties were weak. How do you view this outcome? 

The current vote is for the youth. It’s also an effect of the Genji movement. There is also a desire for change. But the old parties need not panic either. You don’t have to get drunk on the new one. We didn’t even think about it. I didn’t even think that Oli would lose. This is the place where he has been in politics for 30-40 years, he has all his friends.

When we last met, I told Oli. What happens in politics is that my family members are also from Congress. They give their hands to the party throughout the year, but when they vote, they give it to them. I said they would vote for you. I also thought that would happen. The people’s vote should be respected. The votes of the RSP should be respected. Even if the opposition got a small number of votes, the RSP should respect it.

In politics, this party and that party remain until there is an election. After the election, the minority should not be ignored by the winners. The old party should be respected by the RSP. If the ruling party does wrong, the opposition should protest. Politics is a social service. In India, Indira Gandhi lost and later won. The people have not forgotten Nepal’s maturing leaders. Today there is a wave, tomorrow there may be another.

What work has the present government been able to do to maintain good governance and control corruption in accordance with the spirit of the Jenji movement of September 23-24?

We tried our best to control good governance and corruption. We did not spend as much as the previous governments. I didn’t take the stable. I live in Baluwatar. That’s all. I don’t take anything. Bulletproof vehicles, Nepal Army helicopters had to be used while traveling outside. Some ministers have also not received their salaries. Some ministers don’t have any other source of income.

We cut unnecessary spending. The total expenditure of the election is Rs 32 billion. But that money has also gone to the police, army and security equipment. There are still materials that will be useful tomorrow. Only essential expenses were spent. The Election Commission has also spent the bare minimum, very frugally. In the National Assembly election, only two crore rupees have been spent against the estimate of Rs 40 million.

TAG_OPEN_div_173 Some ministers, including myself, did not even issue red passports. We did not burden the state treasury by going abroad. We went to some districts to take stock of the election situation and to console the human resources mobilized there. I think there was no government in the past that adopted such austerity.

We considered seniority and efficiency as the basis of appointment and promotion in the bureaucracy and security organization. We worked to boost the long-term morale of these organizations.

We have given due respect to academic places like TAG_OPEN_div_169 universities. We did not interfere in the appointments there. We did not give a list of our people in the appointments and nominations of the meetings of 19 universities. There will be up to 45 appointments and all of them will be from the ruling party. We did not appoint any relatives. It was also said that the chiefs of the security organizations were of Karki surname. But they are not related to me, nor are they related to me.

Likewise, the Commission for Investigation of Abuse of Authority (CIAA), Nepal Police, CIB and other organisations have been working with unprecedented professional freedom. I highly appreciate the chiefs and officials of these organizations.

The office bearers of the commission set up to investigate the Genji movement were also saying that they had not heard anything during the tenure of this government. I sent institutions like Department of Money Laundering and Revenue Investigation to the concerned ministry under the Prime Minister. The chancellor of 19 universities of the country will be the prime minister. We tried to amend it but it was not possible to bring the ordinance. Whoever got it. That’s not the way it should be. It should be based on expertise.

The Inquiry Commission formed to investigate the incidents of September 2 TAG_OPEN_strong_116 3 and 24 has submitted its report. There is a demand for the release of the report and its implementation. What is the government doing about it?

The Commission has submitted its report. A meeting of the Council of Ministers is taking place today. We will discuss and decide to come there. We don’t have much time now. A new mandate has arrived. The new government will also take forward the rest of the process.

A new government will be formed in a few days. What is your message to the new government?

} The new government must first fulfill the three demands put forth by Jenji: good governance, corruption control and employment. The biggest problem is the lack of employment. There is also nepotism. This situation should be removed and the economic situation should be improved. Open corruption should be stopped. I have seen that the biggest reform has to be done in Singha Durbar. The employees working there are seen to be politicized.

Secretaries are spinning every job. They bring two or three options when it comes to their own interest, if it is not about their own interest and if it is about the country, then it will not be possible and it will not be possible. To show authority. If you don’t have some skills, you will get into controversy. I’ve seen that rubbish. 75 percent of the government’s work has been affected from there.

No projects are completed at

time. If you are Nepali, you should be worried. Today, I am sad that we did not get any help. But after we were encouraged to work with complete commercial freedom, the CIAA has taken up some big cases. 40-45 cases of corruption have been registered since this government came to power. Otherwise, there was no help from anywhere. The bureaucracy needs to be efficient. I see the need to take a big revolutionary step to reform the bureaucracy. The current way does not seem to bring a good image.

I have done what I had to do as Prime Minister in difficult circumstances. Now I go back to my old personal routine.

There is also talk of becoming president, right?

No more attachment. There are many more people who are more deserving and do not have the opportunity than me.

Finally, do you have anything to say about your tenure as prime minister?

The government had the responsibility to conduct the election. It was done. Some efforts have also been made in the areas of development. The new government should provide employment to the youth of the country. We need to create an environment to live in the country. End the need to go abroad and return to the box. Education needs to be reformed.

An environment of trust in the country must be created. It is a beautiful country in terms of natural resources. There should be no more conflict and tension. There should be an environment for everyone to live together. I understand that Balen’s election campaign has given the message that the Terai, hills and mountains are united. I also have faith in Balen. Hopefully something will happen.
