Kathmandu. The ‘Good Governance Roadmap, 2082’ unveiled by the government has proposed major structural changes for administrative reforms and has recommended the dissolution of around a dozen public bodies, merging some and handing over to the provinces and local levels.
The roadmap unveiled by the Office of the Prime Minister and Council of Ministers has stated that it is necessary to make the governance system efficient, effective and accountable by restructuring the dual functioning, inactive or less effective agencies.
The road map states that the management of resources, means and human resources will be made effective by integrating the organizations doing similar work. The proposal includes merging Nepal Mountaineering Training Academy with Nepal Institute of Tourism and Hotel Management and merging the Department of Printing, Law Book Management Committee and Security Printing Development Committee into security printing centres.
Likewise, the possibility of building a strong structure by merging the Nepal Intermodal Transport Development Committee with the Nepal Transit and Warehousing Management Company Limited and transform it into the NEA if necessary.
Similarly, a plan has been put forward to merge the Judicial Service Training Centre with the judicial academy, to merge the Central Law Library Development Committee with the National Library and to establish a ‘National Entrepreneurship and Self-Employment Fund’ by integrating various self-employment funds. The road map has pointed out that it would be better to hand over the Tarai-Madhes Prosperity Program to the concerned provinces instead of running it from the federal level.
The roadmap recommends the dismantling of some public bodies. The committee for the promotion of Buddhist philosophy and monastery development committee could be operated from Lumbini University and the Department of Archaeology.
Likewise, the Minimum Wages Fixation Committee, Nepal Railway Board, Urban Area Public Transport Authority, Land Development Cycle Fund, Town Development Committees and other bodies have been scrapped.
Similarly, some medical college infrastructure and development projects have also been scrapped. Medical College Infrastructure Development Projects in Bardibas, Butwal and Surkhet are on the list of scrapping. These projects should be automatically scrapped after completion. Likewise, it has been proposed that the National Dairy Development Board can be operated by the Department of Livestock Services and the district election offices will be abolished and responsibilities will be handed over to the District Administration Office and election offices will be established at the provincial level.
The roadmap also recommends scrapping some of the permitting system to simplify the administrative process. This includes a proposal to remove the labour permit system and the ‘No Objection Letter’ (NOC) required for foreign studies, which is expected to facilitate the service seekers.
It has also suggested handing over some bodies to the provinces and local levels for strengthening the federal structure. It has also proposed restructuring the National Chure Conservation Committee and handing over the responsibility of plant research centres, livestock disease exploration projects, irrigation projects and people’s embankment programme to the concerned provinces. It has also been pointed out that various tourism protection and development committees should also be handed over to the state or local level.
The Good Governance Roadmap has stressed the need to strictly implement the policy of automatically scrapping the committees and projects established with specific objectives, cost and time frame after the objectives are fulfilled.
