Kathmandu. The federal government has sent a letter to the local governments to conduct the new academic session from coming April 29 and return the admission fees against the standard.
The Ministry of Education, Science and Technology, through the Ministry of Federal Affairs and General Administration, has sent a letter to all local levels urging them to implement and monitor the directive of the Ministry of Education of April 5 to return the illegal admission and other fees being taken in private schools.
Due to the problem of fuel supply, the government of Nepal had decided to run the new academic session from April 29. The local level has constitutional rights for the operation and monitoring of the school level.
The Ministry of Education has shown readiness to implement the Supreme Court’s order not to enroll students before the new academic session. KATHMANDU: The government has forwarded legal process to refund the admission fee and fees other than those determined by the Institutional School Fee Determination Criteria Guideline, 2072 BS.
The Ministry of Education has taken the initiative to take action after receiving complaints that the fees were collected from the students in advance, as well as that the fees were taken in excess of the approved heading, and that fees were taken under different headings than the prescribed headings.
Likewise, the letter has been sent to all local levels asking them not to take the admission fee before the start of the academic session as per the Supreme Court’s verdict and to immediately return the fees taken against the law and to take necessary action against the concerned schools if they did not follow the legal provisions and monitor whether the admission fee was taken in violation of the legal provisions and to take necessary action against the schools concerned if they did not follow the admission.
Spokesperson at the Ministry Shiva Kumar Sapkota said that the Ministry has also cautioned the schools concerned to enroll students only after the commencement of the academic session and not to take fees against the fee standard.
Similarly, it has been warned that any act of admitting students before the academic session by violating the provisions of Rule 54 (4) and Rule 78 (c) of the Education Regulations, 2059 (with amendment) and the Supreme Court’s order of April 3 will also be punishable. Spokesperson of the Center for Education Development and Human Resource Development, Mahendra Subedi, said that the Education Development and Coordination Development Unit would coordinate and facilitate the implementation of the directives issued by the Ministry of Education.
He urged all schools to enroll students and conduct classes from April 29. In most of the private schools, admission is seen before April 15. Educationist Dr Balchandra Luitel said it was good to bring uniformity in the operation of the academic session and to follow the rules in fee management of private schools. “It is imperative to regulate the social sector like education. It is positive that the present government has shown more urgency in the implementation of the law than the previous government. ’
Narayan Prasad Gautam, principal of Rani Devi Secondary School in Kathmandu, said that they would implement the government’s decision to start the academic session from April 29. Higher Institutions and Secondary Schools’ Association Nepal (HISSAN) General Secretary Ram Hari Silwal said that the education sector was an important, dignified and sensitive sector and it was appropriate for the government to hold consultations with stakeholders while taking decision on such issues. He complained that the enrollment enrollment was taken a month before the academic session in the past but this year after the academic session was announced to start from April 29.
The Supreme Court (SC) had issued an interim order not to publish the notice of admission to the schools as the results of the annual examination of the students have not been published, the academic session has not started and the original certificates including the marks sheet have not been received as per the Education Regulations. Prior to this, the academic session was being held from April 2 every year.
