Government to observe ‘Zero Files Campaign’ from April 13 to April 20

. The government has decided to run the ‘Zero Remaining File Campaign’ from April 13 to April 20.

For this, the Office TAG_OPEN_div_66 of the Prime Minister and Council of Ministers has issued ‘Zero Balance File Week Campaign Guidelines, 2082’ in all government offices.

The Prime Minister’s Office has stated that this campaign is being launched to stop the tendency of files registered in the office and comments being unnecessarily stacked at various levels and tables and delaying decisions.TAG_OPEN_div_64

} Similarly, it has been clarified that a zero-balance file week campaign is going to be launched in all government offices to minimize the situation of the files to be unnecessarily sent to the higher level and service flow will be affected.

The main objective of TAG_OPEN_div_60 this campaign is to ensure that any files in an ongoing state do not get stuck indefinitely, that the responsibilities are clear and that the issues of work are resolved in time.

According to the guidelines, the process of completing the process of pending and undecided files in the office is to be completed and finalized as soon as possible, and to keep a record of which file has been kept with which official for how many days.

According to the

guidance, files that have been blocked for three days, seven days or more than 15 days will have to be automatically reviewed.

A system should be developed to resolve the matter from the concerned level without unnecessarily sending it to the higher level. Clear determination of files to be done or not to be done and speed, transparency and accountability should be increased in service delivery.

{{TAG_OPEN_div_50} Every office, division, branch or unit should prepare a file list on a daily basis with details including the registration number, the subject of the comment file, the date of registration, the table where the file is currently filed or the responsible employee or official, the number of days spent at the said table or level, the total pending days, the status of the current progress of the file, the reasons for the delay and the expected date of the decision ।

According to the

guidance, file tracking will be considered the mainstay of the campaign. Each office will have to update the details of which file is in the custody of whom, for how many days, in a clear and visible manner.

Also, an initial review of old files will have to be done. In a file that has more than three days on a table or at the level, the concerned section chief or responsible officer should review the reasons and immediately proceed with the decision or implementation process.

} Files that have been held up for more than seven days should be compulsorily reviewed at the level of the Division Chief or Head of the Office to find out the reason for the delay, clarify the responsible parties and fix the deadline for the finalization.

Zero Files Week Campaign Coordination Committee has been formed. The committee will comprise the chief coordinator of the office, the head of the concerned department, the chief of the administration, the chief of the planning monitoring section. Similarly, the staff assigned by the IT representative and the office chief will be the member secretary.

The guidance also clarifies the functions, duties and rights of the head of the office, division head, and section head. During the campaign period, each office will have to maintain a daily progress report.

It should include the total number of pending files at the beginning, the number of new files received during the campaign, the number of files that have been finalized, the number of files left, the number of files remaining more than 15 days old and the main problems and suggestions for improvement.

After the launch of this campaign, the number of pending benefits will be reduced, responsibilities will be clarified, decision making process will be speeded up, service delivery will improve, and the culture of file storage in the office will be reduced.

Similarly, employees who have conducted the campaign effectively can be given commendation, certificates or appropriate incentives. Similarly, departmental action can be initiated as per the prevailing law in the case of employees who knowingly withhold files, cause unnecessary delay or evade responsibility.
