Tikapur. The Tole Development Organizations formed in Tikapur Municipality of Kailali have also started working in the infrastructure development of the municipality.
In the current fiscal year, 19 Tole Development Organizations have been working as construction users’ committees. The rural municipality has started forming a toll development organization in every locality and registering the organization in the local municipality with the objective of making the locals responsible for the development of the locality.
Tikapur-1 has given the responsibility of constructing roads like gravel and soil irrigation to the Tole Development Organization. According to the municipality, the construction users’ committee has been handed over to the Tole Development Organization. Serious Singh Saud, a post-engineer of Ward No. 1, said that the development works were included thinking that the construction work would be qualitative as it would be easier for the Tole Development Organizations to have ownership in the local development as there would be problems in the sustainability of the works carried out through the users’ committees in the past. “We have started handing over the responsibility of the users’ committee to the local level development organization in which the development works are being carried out,” he said. It has become easier as the people of the locality develop and monitor it. ”
The Town Development Organization Empowerment Programme is being implemented in Tikapur Municipality for improving local good governance. Municipalities, municipalities and peer societies are working together to ensure citizens’ rights, promote inclusive participation, promote transparent and accountable governance, institutional strengthening and capacity building of Tole Development Organizations in resource mobilization.
A total of 262 Tole Development Organizations have been formed in Tikapur and 209 have been registered in the rural municipality. Amrita Rawal, chief of the coordination section of other organizations, informed that other registrations are in the process of registration. There are 108 Tole Development Organizations in ward no 1 alone. Similarly, 9 ward networks have been formed. “A meeting of the Tole Development Organizations is held every month and the problems and needs of the localities are identified in the meeting,” he said, adding that the Tole Development Organizations have started participating in the planning process, demanding plans and implementing them. ”
According to Nawaraj Jaishi, program coordinator of the society, there are 12,962 households in these organizations. “The Tole Development Organisations have been doing good practice in development, good governance and transparency”, he said, adding, “A total of 114 Tole Development Organisations have been doing business by opening bank accounts”. Working in the Neighborhood Development Organization has helped in the development of women’s leadership. Women have now started demanding development projects to participate in the development of their place. ”
The Village Development Organizations are doing savings, loan investment and other activities in the group. The rural municipality has been imparting training to the community support organizations, fund and account management training. According to the local government, there are 80 self-reliant or self-sufficient organizations in Tikapur and the rural municipality has to support other organizations in capacity building.
The community development organizations have also been analyzing the problems and formulating plans. The Tole Development Organisation has developed 956 projects in the last three years. As many as 772 projects have been implemented. According to Jaisi, the Tole Development Organization has been carrying out development works worth more than Rs 130 million through voluntary labour.
Similarly, the local governments have demanded 1,584 projects at the settlement level by participating in the plan selection phase. Out of them, 142 projects have been addressed by the rural municipality. Gopal Chaudhary, chairperson of Srijansheel Tole Bikas Sanstha, said that the local government has been giving the opportunity to the local level to carry out development works in the areas demanded by the Tole Development Organizations or through the users’ committee. “The Tole Development Organizations have improved economic empowerment and social participation in the community,” Chaudhary said, adding, “The access of the members of the Tole Development Organizations has increased in the information.” It has helped increase participation in development and disaster management. ”
The organizations formed in Tikapur have increased their participation in neighborhood cleaning, tree plantation, road conservation, livelihood and income generation, and the development of saving habits.
