. Finance Minister Dr Wagle has proposed to restructure the Nepal Electricity Authority (NEA) into three separate companies for generation, transmission, distribution and trade. It has been proposed to scrap the license of the projects that have not started construction even after signing the Power Purchase Agreement (PPA) and to implement PPA in a new ‘Take or Pay’ model.

Presenting the budget for the coming fiscal year in the joint meeting of the federal parliament today, Finance Minister Dr Swarnim Wagle said that the government has adopted a policy to make maximum use of the climate fund by issuing ‘Clean Energy Bonds’ and ‘Diaspora Bonds’.TAG_OPEN_div_10 Likewise, the government will immediately provide PPA for electricity projects with less than 10 MW capacity and allow the private sector to trade electricity in the international market.

} The government has introduced a policy to sell up to 40 percent shares to the general public in the first year if the promoter ensures 100 percent investment to encourage the private sector in the development of large and reservoir-based projects.
