Containers carrying clothes, cosmetics and food items enter the border point

Kathmandu. Three years ago, the Nepal-China North Korala border was limited to Lomanthang and Loghekar Damodar Kunda rural municipalities of Upper Mustang. Before the COVID-19 pandemic, the gates of the Korala border point were opened only for a limited time in the months of June and August every year in the Tibetan land of China.

The Chinese side used to conduct a short-term cross-border trade fair in the Tibetan land of Korala border to purchase daily consumables for the citizens of the Nepal-China border area. Due to Covid, China unilaterally closed the Korala border point for four consecutive years.

The Nepal-China North Korala border point, which was closed for four years due to Covid, was opened for the citizens of two rural municipalities of Upper Mustang on November 12, 2008 after the then Prime Minister Pushpa Kamal Dahal visited China. The people of the border areas were happy after the Chinese side opened the Korala border point, which was closed for a long time.

Before the closure of the closed border, the Chinese side had given the message that the border was officially opened by the Nepali side with the participation of the Nepali side and fireworks. However, the Chinese side did not open it for all Nepalis. The Korala checkpoint, which was opened only to the citizens of Upper Mustang, was later made easier by distributing cross-border passes to the citizens of Lower Mustang (Nechung-Liji).

Although the Nepal-China North Korala border point was opened for the citizens of Mustang throughout the year, the transaction of export and import at the border was limited to a small extent at the local level. The people living on the border and some lower castes used to buy daily consumables from Liji Haat Bazaar in Korala, China, but the Chinese side allowed the Nepalis to bring only a limited amount of goods to their land for export. At that time, the Mustang Customs Office used to collect only Rs 10 to 150 million as annual revenue.

Expanding as the main border point

The door of Korala border point, which used to run normally, has become somewhat dynamic after September 31 last year. After the complete closure of Tatopani and Rasuwagadhi border points connecting the northern border points due to floods, landslides and river erosion in June and August last year, Korala border point was presented with an alternative import and export route. With the decision to make Korala border point fully operational, staff were added to the Mustang Customs Office. The volume of exports and imports started increasing. Although the border point was fully operational, no attention was paid to infrastructure construction.

The citizens of the border areas also started getting alternative employment opportunities. Korala border point and the Mustang Customs Office there have become very bustling and bustling at this time. The reason for this is the complete closure of Rasuwagadhi and Tatopani border points.

According to Bidur Chudal, chief of the Mustang Customs Office, 176 containers of goods that were stranded at Kerung border point after the devastating floods in Rasuwa are being diverted towards Korala checkpoint. He said that all the containers being diverted from Kerung border point will reach Korala border point by Wednesday.TAG_OPEN_div_63

TAG_OPEN_div_61 Some of the containers that were diverted from Kerung border point to Korala border point arrived on Monday. The rest of the containers also reached Korala border point by Wednesday. Chief Chudal said, “There are more than 200 containers along the road of Mustang customs and more than 150 containers with loaded goods have been stopped at the customs rad.” Chudal said that the import of goods diverted from Kerung has started as Dashain, Tihar and other festivals are approaching. He said that containers containing readymade clothes, cosmetics, industrial raw materials, fruits and food items from China have been diverted to Korala checkpoint.

With the complete closure of Rasuwagadhi and Tatopani border points, more than 50 containers have been entering the Chinese territory every day to transport goods through Nepal-China North Korala border point, said Chudal. According to the office, Rs 528.0 million was collected from the import of goods from Korala border point in the 40 days before the closure of Rasuwagadhi border point, while after August 26, more than Rs 260 million has been collected from the Mustang Customs Office. According to the customs data, a total of more than Rs 780 million revenue has been collected from Mustang Customs from July to August 20, 2083÷84.

After the closure of Rasuwagadhi checkpoint, 88 containers with goods and 130 electric vehicles entered Nepal via Korala border point have cleared customs clearance. Prior to this, 163 electric vehicles and 133 cargo containers entered Nepal through Korala border point had cleared customs clearance between July and August 26 of the current year, said customs chief Chudal.TAG_OPEN_div_55

Looking at the data from July to August 26 of the current fiscal year, it is seen that only four ÷five electric vehicles and around three ÷four containers per day have been checked at Mustang Customs, but after August 23, on an average more than 15 electric vehicles have passed customs duty on a daily basis and on an average more than 10 containers per day.TAG_OPEN_div_53

Similarly, 133 containers have passed the test in the last 40 days, while 88 containers have been checked in the last 10 days, according to Customs Chief Chudal.

The Mustang Customs Office located at the Nepal-China North Korala border point had collected Rs 6.92 billion in revenue in the fiscal year 2082÷83. According to Chudal, goods worth Rs 14.4 billion were imported in the last fiscal year while goods worth Rs 205 million were exported to China.TAG_OPEN_div_47

Last year, 3,223 electric vehicles and 1,873 containers imported from China via Korala border point had cleared the customs duty. According to Chudal, Rs 6.92 billion revenue was collected last year and the target is to collect Rs 9 billion more in customs revenue this year if the normal situation remains in place.

The electric vehicles entering Nepal from China via Korala border point have been parked at the Korala border point for customs clearance, said Chief Chudal. Lately, the area from Korala border point to Nhechung customs point in Mustang has been covered with the number of containers and electric vehicles.
