Kathmandu. The Commission for the Investigation of Abuse of Authority (CIAA) has registered the highest number of complaints in Bagmati Province at the provincial level.
According to the annual report of the last fiscal year 2081/82 released by the CIAA on Sunday, the highest number of complaints (11,277) were registered at the state level. A total of 7,623 complaints have been registered at the federal level, 708 in the province and 2,946 at the local level.
Madhes Province has received the highest number of complaints at the local level. A total of 7,072 complaints have been registered against the local levels in the province alone. A total of 3,294 complaints have been registered in Koshi Province and 9,668 in Madhes.
A total of 2,413 complaints were registered in Gandaki Province, 4,428 in Lumbini Province, 3,330 in Karnali Province and 2,616 in Sudurpaschim Province. A total of 19,933 complaints were lodged at 753 local levels across the country. A total of 37,026 complaints were registered in the fiscal year. A total of 12,475 complaints have been registered across the province. On the basis of percentage, the highest number of complaints were registered at the local level. Overall, 53.84 per cent of the complaints were registered at the local level.

On the basis of federal ministries, the highest number of complaints are related to the Ministry of Land Management, Cooperatives and Poverty Alleviation. The complaints related to the ministry are 17.12 percent. According to the CIAA, 2,136 complaints have been registered against the ministry and its subordinate bodies. It can be inferred from this that there is more corruption in the Survey and Land Revenue Office.
The Ministry of Home Affairs and its subordinate bodies received 10.41 per cent complaints. A total of 1,299 complaints have been lodged by the ministry and its subordinate bodies. A total of 1,287 complaints or 10.32 per cent of the complaints related to the Ministry of Education and Science Technology have been registered at the Commission. The Ministry of Health and Population has registered 747 complaints or 5.99 per cent.
Among the complaints registered at the commission are 5.44 percent or 679 of the Ministry of Finance, 4.89 percent of the Ministry of Energy, Water Resources and Irrigation, 3.58 percent of the Ministry of Culture, Tourism and Civil Aviation and 3.43 or 428 of the Ministry of Physical Infrastructure and Transport.
The Ministry of Communications and Information Technology (3.10 per cent) or 387 per cent and the Ministry of Industry, Commerce and Supplies (2.57 per cent) have received 321 complaints. Other ministries and bodies received 4,135 complaints or 33.15 per cent.
Complaints related to Pokhara Metropolitan City are more
Pokhara Metropolitan City has topped the list of 10 local levels that have registered the highest number of complaints on the basis of their responsibilities last year. A total of 413 complaints related to the metropolis have been registered at the Commission.
Kathmandu Metropolitan City is in second place. A total of 381 complaints related to the metropolis have been registered at the Commission, according to a press release issued by NHRC Spokesperson Rajendra Kumar Poudel. Similarly, 298 complaints were registered in Chhipaharmai Rural Municipality of Parsa, 230 in Subarna Rural Municipality, 206 in Narayan Municipality, 192 in Pacharauta Municipality, 191 in Jaleshwor Municipality, 191 in Mahottari, 188 in Lalitpur Metropolitan City, 179 in Dhanusha Janakpur Sub-Metropolitan City and 169 in Katahariya Municipality of Rautahat.

In the current fiscal year, the CIAA had filed 135 corruption related cases and two related cases at the Special Court.
The CIAA has demanded a fine of Rs 6.01 billion in addition to the jail term and fine against 753 defendants. The claim for loss of public property amounted to Rs 4.64 billion.
A claim of Rs 82,55,57,044 has been made for illegal gain or loss. The plaintiffs have claimed Rs 349.96 million 91,868 for amassing illegal property and Rs 492,76,800 from Ghasu
