Kathmandu. The session of both the Houses of the Federal Parliament is convening from May 12.
President Ram Chandra Poudel, on the recommendation of the Council of Ministers, has summoned the sessions of both the houses of the House of Representatives and the National Assembly at 2:00 pm on Monday.
The meeting of the House of Representatives will be held in the multipurpose hall of the under construction Parliament building as the construction of a new building of the Federal Parliament is yet to be completed. The session of the National Assembly will be held at the National Assembly Chamber in the Parliament Secretariat.
Spokesperson of the Parliament Secretariat, Ek Ram Giri, said that the contractor involved in the construction of the new Parliament Building has given verbal notice to prepare the House of Representatives chamber and provide it by the time the budget is presented in the joint session of the Federal Parliament on May 29.
The Parliament Secretariat has also expected that the budget would be presented from the new chamber in an orderly manner. According to him, works like painting, interior decoration and installation of new equipment are going on in the under-construction House of Representatives.
The government’s policies and programmes as well as the budget will be presented in this session. Pre-budget deliberations, discussion will be held on policies and programmes, appropriation bill, economic bill and bill to raise the nation’s debt.
During the parliament session, which is the apex body of people’s representatives, the members will take part in the discussions by introducing the current issues during the sudden, zero and special hour and question answer hour that takes place almost daily during the session. During the session, a bill to replace the ordinances promulgated in the recent period will be tabled in the House and forwarded. Normally, the ordinances issued in the meantime will be presented in the first meeting of the parliament. These ordinances have to be finalized within 60 days from the date of holding the first meeting, otherwise the ordinances will automatically become inoperative.
The House of Representatives currently has three bills received from the National Assembly with messages. The Bill Related to Alternative Development Finance Management, 2083 BS has been registered in the House of Representatives. The National Assembly has tabled the Informal Cultural Heritage (Protection) Bill, 2081 BS. Likewise, the annual reports of various constitutional bodies and the reports of the regulations drafting committee are also pending in the House of Representatives.
