Kathmandu. Rastriya Swatantra Party (RSP) President Rabi Lamichhane, who was released from Bela Nakkhu jail during the Janji agitation on September 7 and 24, has been found guilty of a criminal offence.

The CIAA has stated in its report that a criminal offence has been committed as per Clause 49 of the Prison Act, 2079. At that time, Lamichhane had said that he had come out of jail on the strength of the agitators.

} In this way, it seems that Ravi Lamichhane has stated in the letter that Ravi Lamichhane should be released under pressure from Rabi Lamichhane’s associates and supporters from outside the jurisdiction of his office, and the statement of the jail administrator (jailer) that he was signed under pressure due to fear and intimidation and because he could not be able to protect the prison, the jailer called me and told me that the jail would be safe if I went out. These two statements seem to contradict each other. Although the prison administrator mentioned in the statement that he had signed the letter {{TAG_OPEN_em_15} under pressure, it was not found that he spoke or was informed about it immediately.

} Although the government should conduct a thorough investigation and find out whether the law has been violated by violating the Prison Act, 2079, 13,585 out of 30,640 inmates and 974 juveniles from juvenile homes escaped from prison. It is found that some of the prisoners who escaped from the village society have created an atmosphere of fear in the society by committing crime again and some prisoners are still secretly in the village society, creating an atmosphere of fear and panic and violating the right to live peacefully and dignified as provided by Article 16 and 21 of the constitution.

According to the old concept of human rights, only the government violates human rights, but in the modern concept, it is found that private organizations, business establishments and responsible political persons should be made responsible for the implementation of human rights. According to this concept, Rabi Lamichhane and Nakkhu Prison Administrator Satyaraj Joshi are also involved in the violation of the human rights of the general Nepali citizens as mentioned above.
