Kathmandu Metropolitan City endorses policies and programmes

Kathmandu. KATHMANDU: The Kathmandu Metropolitan City (KMC) has endorsed the policies and programmes of the Kathmandu Metropolitan City (KMC) for the fiscal year 2083/084 with a voice vote.

The 19th session of the municipal assembly held at the National Assembly Hall under the chairmanship of Acting Mayor Sunita Dangol passed the policy and programme with a voice vote.

In the first meeting of the assembly held on June 14, acting Mayor Dangol presented a 101-point policy incorporating 11 sectors, giving continuity to the KMC’s long-term vision, objectives and plan and the policy of addressing the multi-year programs that have not been completed in the current fiscal year 2082÷083. It is stated that the historical, cultural heritage, physical and modern urban civilization of Kathmandu would be considered while formulating budget and programmes for the coming fiscal year.

Lawmakers Asha Man Sangat, Suman Shrestha, Rajendra Shrestha, Rojina Shrestha, Hiradevi Pokharel, Rupa Thapa Chhetri, Santosh Dhungel, Asha Shrestha Rauniyar, Tekraj Adhikari, Nabin Mainali, Harka Bahadur Khati, Ratnakar Bajracharya, Hari Bahadur Basnet, Saru Adhikari, Ram Babu Koirala, Mahesh Nepali, Shristi Kansakar and Bhagawan Budhathoki put forth the proposal.

They also called for infrastructure development, social development, disaster management, urban management, management of economic system in informal sector, human and animal welfare, development of liquid waste management system, implementation of compensation for three-cornered land, classification of buildings on the basis of use, numerical increase of community-targeted programs, urban conduct, squatter and landless management, regularization of building recording, inundation redressal, parking solution, parking policy on blacktopped roads, and additional efforts to protect tangible intangible cultural heritage. He expressed his views on the continuity of the program to make the façade of the houses of the ancient settlement traditional.

Stating that the opinion, suggestions and amendment proposal put forth by them would be the basis for formulating the financial and appropriation bill of the metropolis, Acting Mayor Dangol proposed that the proposals put forward in the assembly would be amended on the basis of reasons.

All the members of the House voted yes to his proposal. There was no voice saying ‘I will not vote’ and ‘I will remain neutral’.

This year’s policy incorporates good governance and governance management, social development, education, youth and sports, accessible health services, environment and sanitation, revenue mobilization, urban planning, infrastructure and urban development, heritage, culture and tourism, communications and information technology and consumer welfare.

The budget and programmes for the coming fiscal year will be formulated on the basis of the policy endorsed today. The budget and program to be prepared in this way will be presented in the third meeting of the Municipal Assembly. The deadline for this is 3 pm on June 19.
