Lumbini Province presents budget of Rs 37.38 billion

. The Lumbini Province government has presented an annual budget of Rs 37.38 billion for the fiscal year 2083/84. Minister for Economic Affairs and Planning Dhanendra Karki presented the budget in today’s meeting.

Out of the budget, Rs 22.71 billion has been allocated for capital expenditure and Rs 11.11 billion for recurrent expenditure.TAG_OPEN_div_42 Under the financial transfer, Rs 960 million has been allocated as financial equalization grant, Rs 984 million in complementary grant, Rs 200 million in special grant and Rs 1.41 billion in conditional grant.

The government has given top priority to strengthening the province structure, institutional development of federal democratic system, strengthening provincial economy, fiscal governance, expansion of participation of public and private sector and economic prosperity through the budget for the coming fiscal year.TAG_OPEN_div_40 Minister Karki said that the budget has been formulated to implement the long-term vision of ‘Prosperous Lumbini, Happy Citizens’.

Minister Karki said that the budget has given priority to the payment of responsibility in infrastructure development, expressing the commitment to take the benefits of federalism to the general public.TAG_OPEN_div_38 Provisions have been made to give full exemption to the entrepreneurs setting up industries other than alcohol and tobacco industries. A ‘Enterprise Development Fund’ would be established to promote entrepreneurship and run a startup and innovation program.

The state government has adopted a policy of restructuring the ministries and running its works through eight ministries and revising the vacancies.TAG_OPEN_div_36 The Digital Lumbini Province program has been prioritized. A total of Rs 49.99 million has been allocated for increasing the productivity of the agriculture sector and Rs 27.8 million for the expansion of technical services, he said.

TAG_OPEN_div_34 Budget has been allocated for technical education for education and social development, teachers’ capacity building program for community colleges and schools, school midday meal program, reducing child marriage and making the province free from child marriage, expansion of specialist health services in remote areas ।

Minister Karki said the government has given continuity to the programme of providing Rs TAG_OPEN_div_32 two lakh each to kidney transplant, cancer treatment and heart valve transplant patients. According to him, programmes to connect youths with entrepreneurship, sports infrastructure development and employment generation would be implemented in the budget.

Forest Management Program based on the Forest and Environment Promotion System has been continued. Relief and insurance programmes will be implemented to increase income of rural communities and reduce human-wildlife conflict.

The budget has stated that the ‘let’s complete the incomplete’ campaign towards rural and urban development, model settlement development program to reduce migration and new settlement development program in the postal and mid-hill highway areas will be forwarded.TAG_OPEN_div_28 Rs 11 crore has been allocated for the waste management of the province capital. Priority has been given to the development and expansion of irrigation area and protection of water sources.

} Roads included in the master plan and roads connected with national highways have been given priority in the construction of sustainable and quality physical infrastructures. Rs 210 million has been allocated for the construction of Rampur-Kapurkot road under the provincial pride project. The budget has also included provisions to establish a separate identity for the roads constructed by the province.

Four TAG_OPEN_div_24 billion has been allocated for the completion of the multi-year project. Disaster management, information technology and expansion of digital services are also prioritized. Budget has been allocated for the construction of Lumbini portal, formulation of ethics policy, policy dialogue programme, implementation of province project bank and programmes for strengthening public service delivery.

The government has adopted the policy of achieving the common prosperity goals through collaboration between the public, private and cooperative sectors and making service delivery more effective through capacity enhancement of civil servants.TAG_OPEN_div_22 In the current fiscal year 2082/83, the province unveiled a budget of Rs 38.91 billion.
