Govt prepares 9-point action plan to announce next fiscal year as ‘year of law reform and construction’

. The government is set to declare the coming fiscal year as the year of law reform and construction.

The Ministry of Law, Justice and Parliamentary Affairs, which on Wednesday submitted a list of 166 bills to be formulated in the coming fiscal year, has decided to declare the coming year as the year of law reform and construction.TAG_OPEN_div_37

Minister for Law, Justice and Parliamentary Affairs Sobita Gautam said that Gautam would announce the next fiscal year as the year of law reform and construction.TAG_OPEN_div_35

‘We are declaring the coming year as the year of law reform and construction. This time, I was not prepared. A lot of things improve in a legal year. The target is to enact more than 160 laws. With the support of all the ministries, we will be successful in achieving the target. We will try to reach the maximum target,” she said, adding, “This year, we will work on law reform to create a conducive environment for development.” We will make it the year of the law. ’

The action plan is as follows:

1. The Ministry will declare the fiscal year 2083/84 as the “Year of Law Reform” and form a high-level Law Reform Committee to review and reform the existing laws,

}

2. To enhance the technical and administrative capacity of the human resources involved in the process of drafting, discussing and passing bills in the Federal Parliament on time and to make the thematic committees of the Federal Parliament more active, necessary coordination will be made with the Speaker and the Chairman of the Parliamentary Committees and the Secretary General of the Parliament,

3. On the first Monday of every month, a consultative meeting will be held with the Heads of Law Divisions/Branches of the concerned Ministry to discuss the progress of the Bills,

4. Necessary facilitation will be provided to carry out the formulation of bills and their submission to the parliament in a timely manner, in regular consultation with the ministers of each ministry about the status of bills

5. Study, analyse and discuss the suggestions received from the general public through ‘Make Your Own Laws’ and incorporate the appropriate suggestions into the process of amending the law and making new laws,

6. Regarding practical problems and weaknesses seen in the course of law implementation and practice, the suggestions given by the government officials through the “Make Your Own Law” system will be studied and analyzed and necessary coordination will be made to improve the law according to those suggestions as needed,

7. Necessary bills will be formulated by studying the orders and decisions of the Supreme Court and other courts, and the issues requiring the formulation or amendment of laws will be included in the annual action plan for the formulation and amendment of the law,

8. Guidelines for the formulation of laws to be formulated at the federal, provincial and local levels in accordance with the spirit of the Constitution of Nepal and federalism,

9. To establish a bill monitoring system to determine the status of the drafting of the bills as per the list to be submitted to the Federal Parliament by determining the priorities pursuant to Section 3 of the Legislation Act, 2081.
