Kathmandu. The Commission for the Investigation of Abuse of Authority (CIAA) has concluded its annual review programme for the fiscal year 2082/83.

Commissioners, secretaries, division chiefs, Commission’s subordinate offices, Commission’s research officers and employees of Commission’s subordinate offices were present on the occasion. On the occasion, discussions were held on the Commission’s overall performance, complaints receivable, investigation, prosecution, latest works and the future course of action along with the questions before the Commission.

According to the preliminary data, the total number of complaints received at the commission in the fiscal year 2082/83 was 40,651 out of 33,328 complaints received through various sources and 7,323 complaints were transferred from the previous fiscal year.

Among the complaints received, 48.96 percent are related to local level, 38 percent are related to the federal government and 13.04 percent are related to the state government. According to the CIAA, the highest complaints were levied through various channels (30.91 per cent), 27.02 per cent via email, 21.74 per cent by written application, 12.87 per cent by postal service and 7.46 per cent by other means including telephone, social networks, mobile apps, newspapers, National Vigilance Centre and Hello Sarkar.

Out of 40,651 complaints received at the Commission, 32,799 (80.68 per cent) were cleared after investigation and investigation, while the remaining 7,852 were in the current fiscal year. In 2083/84, the responsibility has been transferred.

In the fiscal year 2082/83, the commission held 62 meetings and took 1,130 decisions including filing 175 cases. According to the press release, a total of 990 defendants have been named in 175 charge sheets (including four cases of money laundering offence) in the Special Court. That’s four times more than that.

Among them, 56 are related to loss and loss of public ÷property, 41 to bribery, 27 to illegal gain or loss, 15 to fake/fake educational certificates, 11 to illegal property acquisition, five to revenue leakage÷bribery, 4 to money laundering (including bribery) and 15 to miscellaneous subjects. There have been 27 cases of red-handedness.

Among the cases filed by the Commission in the Special Court, In 2008/83, 156 verdicts were received and in 81 judgments (51.92 per cent) the conviction was established. In the fiscal year 2082/83, 104 appeals were made to the Supreme Court and 3 cases were reviewed.

The Commission has organized interaction programmes in four districts and 134 municipalities. In a statement, the commission. In 2082/83, current expenditure progress was 70.13 percent and capital expenditure progress was 76.37 percent.

Speaking at the annual review program, Chief Commissioner Rai said that the Commission has made remarkable progress in resolving the complaints. Directing the research officers to work with motivation to speed up the research works, he stressed on the provision of skilled human resources and use of modern technology to enhance the quality of the research carried out by the Commission.

During the meeting, the commissioners and secretaries shed light on the policy-level and legal reforms to be carried out to make the Commission’s work performance more effective, adding that the Commission’s future course of action should be to achieve the goals set by the Commission’s Fifth Strategic Plan by making the investigation and prosecution more effective.
