Minister for Communications and Information Technology Dr. Timilsina’s concerns directed to be addressed immediately

.  Member of the House of Representatives from Nuwakot Constituency No. 1 and Minister for Information and Communications Dr. Bikram Timilsina has held discussion with the concerned bodies to take initiatives to resolve the problems faced by locals and challenges surfaced at the Bancharedanda waste management site.

Chief Administrative Officer of Kathmandu Metropolitan City, Saroj Guragain, Chief of Environment Department of KMC, Sarita Rai, Senior Divisional Engineer of Urban Development and Building Construction Department Rupak Acharya and local representatives of Kakani Rural Municipality were present in the discussion held at the Ministry of Communications.TAG_OPEN_div_42 On the occasion, Minister for Communications and Information Technology Timilsina directed the authorities concerned for the management of garbage, effective monitoring, redressal of the locals’ complaints, improvement of road infrastructure and scientific waste management. He also said that the complaints raised by the locals regarding waste management should be taken seriously.

Locals have been complaining that the road leading to the Bancharedanda garbage dumpsite is in a very dilapidated condition, a foul smell emanates from the garbage, the vehicles carrying garbage are being operated without covering it, the garbage is dumped in the middle of the road, the vehicles are returned to the valley without washing the garbage and there is negligence in capping the garbage.TAG_OPEN_div_40 Minister for Communications and Information Technology Timilsina has called the concerned bodies for the discussion to address the grievances of the locals.

Although 20 local levels other than the Kathmandu Metropolitan City (KMC) have been collecting garbage from Bancharedanda, they have not been able to involve them in the management of the waste effectively.TAG_OPEN_div_38 Currently, Kathmandu Metropolitan City (KMC) has been bearing the entire responsibility and financial responsibility of operation and management of Bancharedanda.

Minister for Communications and Information Technology Timilsina stressed on the need of regular and surprise monitoring by the bodies concerned regarding the waste management taking place at Bancharedanda.TAG_OPEN_div_36 Directing the authorities concerned to ensure immediate redressal of the locals’ complaints and said that the road leading to Bancharedanda should be constructed at any cost.

“There have been a lot of complaints that the road leading to the Bancharedanda landfill site is very bad. Start building the road as soon as it is done. For this, the concerned bodies should coordinate who will manage the financial resources,” he said, adding that special attention should be paid to the construction of necessary infrastructure to provide some relief to the people in distress. ”

Minister Timilsina also inquired about the progress and initiatives made on reducing the amount of waste reaching the landfill site in the long-term, segregating the waste at source, making the collection and transportation system effective and increasing the service satisfaction of the citizens.TAG_OPEN_div_32

In the meeting, Kathmandu Metropolitan City (KMC) apprised the meeting about the waste management works being carried out at Bancharedanda.TAG_OPEN_div_30 Discussions were held on whether or not the capping work has been carried out in the required time after disposal of garbage, the status of daily management, staff mobilization and operation process.

Chief Administrative Officer of KMC, Saroj Guragain, said that a plan has been put forward to increase the number of waste collection centers and expand the waste segregation and grading system for the long-term management of the Bancharedanda landfill site.TAG_OPEN_div_28 According to him, the KMC has come up with a plan to divide the metropolis into seven waste clusters as per the concept of decentralized waste management and manage the dry waste in its own areas for reuse. However, the meeting also raised the problem of delay in the implementation of the project as the land acquisition and other processes required for the construction of waste grading centers in all the seven places could not be completed on time.

Currently, 60 per cent of the waste that reaches Bancharedanda is biodegradable and 40 per cent is non-biodegradable.TAG_OPEN_div_26 According to KMC, problems have been seen in the classification as the practice of segregating waste at the source has not been effective, which has created more problems at the landfill site. Likewise, the meeting also pointed out that more than two hundred trucks carrying garbage used to reach Bancharedanda every day and the unpaved road during the rainy season has caused the vehicles to get stuck on the road time and again, causing foul smell and affecting the lives of the locals.

{{TAG_OPEN_div_24} The government had started disposal of waste from May 23, 2022 at the Bancharedanda Landfill Site constructed by acquiring 1,792 ropanis of land. It is located on the border of Kakani Rural Municipality-2 of Nuwakot and Dhunibesi Municipality-1 of Dhading.

At present, 200 truckloads of garbage are being disposed of daily from 21 local levels including Kathmandu Valley in Bancharedanda.TAG_OPEN_div_22 The meeting also drew the conclusion that there was a need for common responsibility and coordination among all local governments to make waste management sustainable, scientific and environment-friendly.
