Baglung. How many years will it take to blacktop a road?  The answer can be simple, two or three years at most. The contract for blacktopping of the Mid-hill Pushpalal Highway section of Baglung district headquarters has not been completed even after 10 years of the agreement.

Preparations are being made to award new contracts again in the Baglung district headquarters. The tender process has moved ahead again after the agreement with ÷Bharat Siddhisai JV was terminated to complete the blacktopping in two years.

Ujjwal Sharma, information officer at the Mid-Hill Pushpalal Highway Project Office, Parbat, said that the process to re-award the project has begun.TAG_OPEN_div_18 The contractor who failed to complete the work even after extending the deadline five times has been cancelled and the process has been started to recover the contract. The new contract has been sent to the Ministry of Finance through the National Planning Commission for evaluation, cost estimate report and source assurance. The road has become more dilapidated in recent days. Passengers travelling along the road have to face the problem of mud in rainy season and dust in winter.

The condition of the road is deteriorating and the infrastructure that has been completed has also been damaged. “A proposal has been submitted to the Ministry of Finance to ensure the resource of around Rs 250 million along with a study report on the work done by the old contractor and the infrastructure to be added in the new contract,” Sharma said.

The study report has shown that Rs 93.6 million should be recovered from the contractor whose contract has been canceled.TAG_OPEN_div_14 “We are preparing to open a new contract soon, probably within four months,” Sharma said.

An agreement was signed with India÷Siddhi Sai on January 28, 2016 for the construction of the 13-km Baglung-Bihu road at a cost of Rs 436.5 million.TAG_OPEN_div_12 The contractor has already paid Rs 340.3 million. The road has deteriorated further due to the rain and potholes have appeared in the blacktopped area.
