Home Ministry directs district administration to take action against those involved in torture, mistreatment and arrest in the name of loan recovery

Kathmandu. The Ministry of Home Affairs has directed the District Administration Offices to initiate action against those found to have been subjected to illegal torture, abuse and arrest in course of loan recovery.

The Home Ministry has issued a letter to the concerned district administration offices in order to implement the decision of the Council of Ministers received from the Office of the Prime Minister and Council of Ministers.TAG_OPEN_div_25

According to the secretary-level decision dated September 1, 2 TAG_OPEN_div_23 008, the Ministry has sent the points related to the MoU signed between the Government of Nepal and the ‘Nation, Nationality, Religion, Culture and Citizen Save Mega Campaign, Nepal’ to the District Administration Offices for implementation.

Point number 8 of the agreement states that the victims can lodge a complaint at the District Administration Office if they are subjected to torture for loan recovery, taking goods from home, harassing the employees of the organization until payment of installments, abusive behavior and abuse.TAG_OPEN_div_21

The Ministry has stated that action should be initiated as per the prevailing laws if such complaints are received.TAG_OPEN_div_19

The meeting of the Council of Ministers on August 28 had decided to accept the MoU and send it to the concerned ministry for implementation. According to this decision, the Ministry of Home Affairs has sent the points related to its ministry mentioned in the agreement to the District Administration Offices for implementation.

According to this provision, the victim can file a complaint with the concerned District Administration Office alleging that there has been an act of torture, humiliation, arrest or taking away goods from the house during the recovery of the loan. Necessary investigation has been done on the complaint and instructions have been given to take action as per the prevailing law.
