Kathmandu. Finance Minister Dr. Swarnim Wagle has directed to make the details of the Physical Damage and Needs Assessment (RDNA) caused by the Rasuwa floods realistic.

He said this while discussing the preparation of the immediate physical damage and needs assessment (RDNA) being prepared by a taskforce formed by the National Planning Commission at the Ministry of Finance and the World Bank’s separate preliminary assessment of the post-disaster rapid damage estimation (grade) prepared by the World Bank.

“It is imperative to make the physical damage and need assessment of floods realistic for effective reconstruction and rehabilitation,” said Finance Minister Wagle. “

The Planning Commission is preparing a draft of a rapid and preliminary assessment report of the physical damage and human damage caused by the floods. The World Bank has prepared a preliminary assessment of the damage. On Tuesday, Finance Minister Wagle held a meeting with the stakeholders to finalize the preliminary details of the same blueprint and prepare a common preliminary report.

The Vice Chairman of the National Planning Commission, Dr. Gunakaran Bhatta and other senior officials of the commission participated in the discussion. It was informed that the RDNA of the damage caused to the physical property due to the floods was evaluated in four different areas.

The evaluation has been started by dividing it into social, productive, infrastructure and other sectors.

Under the social sector, the study has included the results of the damage caused to private buildings and infrastructures, public, education, health and cultural heritage.

Similarly, agriculture, fisheries, livestock, financial and economic activities are being evaluated under the productive sector. Hydropower projects and transmission lines, use of domestic green energy, roads, bridges, telecommunications, environmental health and irrigation and river management have been evaluated as infrastructure sectors.

The status of debris and hazardous waste piled up in the flood-affected areas has also been included in the fourth zone (inter-sectoral theme). The government is preparing to release a common rDNA report soon by incorporating both the reports. The Planning Commission is preparing an RDNA report under the leadership of Joint Secretary Arjun Bhandari with representatives of concerned ministries including the Ministry of Physical Infrastructure.

On the basis of this report, the government will make arrangements for immediate relief as well as mobilize sources of investment and proceed with the works of reconstruction and rehabilitation.
