Local government presents budget

Kathmandu. Local governments across the country are unveiling their budgets for the coming fiscal year.

So far, 55 local levels have published their budgets based on the details submitted by the local levels through the portal of the Ministry of Land Management, Cooperatives, Federal Affairs and General Administration.

Although some local levels have already released their budgets, they have not uploaded them on the ministry’s portal. Though the Kathmandu Metropolitan City, Bharatpur Metropolitan City and Pokhara Metropolitan City have already presented the budget, it is yet to be made available in the ministry’s portal.

Pokhara Metropolitan City has unveiled a budget of Rs 7.15 billion for the upcoming fiscal year. Bharatpur Metropolitan City has presented a budget of Rs 5.51 billion.

The Kathmandu Metropolitan City (KMC), which is also the capital of the federal capital, has presented a budget of Rs 25.88 billion for the fiscal year 2083/84. Lalitpur and Biratnagar Metropolitan Cities have already made the final preparations for the budget.

According to the details available on the ministry’s portal, four local levels of Koshi province, 14 of Madhes and 10 local levels of Bagmati province presented their budgets for the coming fiscal year. Similarly, 10 local units of Gandaki Province, six of Lumbini, four of Karnali Province and six of Sudurpaschim Province presented their budgets. Most of the local levels are scheduled to present their budgets on Wednesday.

As per the constitutional provision, the federal government presents the budget on May 29, the provincial government on June 15 and the local level on June 10 every year. There are six metropolitan cities, 11 sub-metropolitan cities, 276 municipalities and 460 rural municipalities. According to the data so far, only 7.3 percent of the local levels have presented their budgets. It is learnt that many local levels are preparing to present their budgets on Wednesday.

The federal government will provide Rs 90.20 billion financial equalization grant to the local levels as per the recommendations of the National Natural Resources and Fiscal Commission. The federal government will provide conditional grants of Rs 206.8 billion to the local levels for the implementation of projects.

Rs 8.93 billion will be provided for the implementation of infrastructure projects. The budget statement of the federal government has announced that a special grant worth nine billion rupees will be provided. Revenue sharing and royalty will also be available.
