Public Procurement (Second Amendment) Bill approved

. KATHMANDU: The second meeting of the House of Representatives today unanimously endorsed a proposal seeking consideration on the Public Procurement (Second Amendment) Bill, 2083 brought to make the public procurement system more transparent and systematic.

Minister for Law, Justice and Parliamentary Affairs, Sobita Gautam, on behalf of Prime Minister Balendra Shah, presented a proposal in the meeting, seeking consideration of the bill.TAG_OPEN_div_27

Responding to the queries raised during the discussions, Minister Gautam said that the bill has been brought to make the tender call for tender from the public bodies transparent and systematic with the objective of giving quick results to the people.TAG_OPEN_div_25

She said that operating the project with pre-preparation, allowing the minimum agreement would help solve the problem of deterioration of quality and delay in completing the project on time.

Minister Gautam said that the bill has provisions to take action against the bodies and levels not providing construction materials, non-cooperation and coordination.TAG_OPEN_div_21

Lawmakers Ashish Gajurel, Yubaraj Dulal, Balawati Sharma, Bishwa Raj Pokharel, Chandra Mohan Yadav and Parasmani Gelal took part in the discussions.TAG_OPEN_div_19

The MPs applauded the proposal to exclude applicants who submitted bids by 30 percent less than the approved cost estimate in the evaluation.TAG_OPEN_div_17

They suggested maintaining average marks in the bidding process and ending the practice of using Nepali construction materials and abandoning work in the middle of accepting contracts. Some lawmakers objected to the ordinance being promulgated by bypassing the parliament.
