Implementation of points related to private sector in budget very weak, current law will not develop the country: Chief Secretary Aryal

Kathmandu. The implementation of schemes and programmes related to the private sector in the budget for the last fiscal year 2081/82 has been found to be weak.

According to the ‘Budget Watch’ study report released today by the Confederation of Nepalese Industry (CNI) in intellectual partnership with the Society of Economic Journalists of Nepal (SEJON), only one-fourth or 25 percent of the 63 points related to the private sector mentioned in the last fiscal year’s budget have been fully implemented. According to the study, only 16 out of 63 points have been fully implemented.

Similarly, 30 points i.e. 47.6 per cent have been partially implemented and 17 or 27 per cent points have not made any progress. Although good work has been done in legal reform, the implementation aspect is weak, meetings and discussions are held for the implementation of most of the programs kept in the budget, but due to lack of implementation procedures, concrete process has not been forwarded, and the present government has not adopted the programs brought by the previous government.

On the occasion, Chief Secretary Ek Narayan Aryal said the government alone would not be possible for economic reforms. Stating that all the ministries were committed to amending the law and reforms, he said the private sector could not survive without healthy competition. Chief Secretary Aryal said that the tendency to stop the work of others in the name of production was unfair and it was necessary to stop the organizations doing immoral business in the private sector.

Chief Secretary Aryal said, “If the law is made in coordination with the private sector, but if it is not implemented, the private sector will be infamous.” He also commented that the practice of stopping files and prolonging the work by looking for power centers has hurt the administrative reputation. “Where there is a problem, we have to find a solution, not the end. Tell me if it doesn’t work,” he said.

He said that the present law will not develop the country.

Similarly, President of Confederation of Nepalese Industries Birendra Raj Pandey said that the government, ministries and concerned bodies have to be strict for the implementation of the budget. “The thematic ministries have the biggest hand in the successful implementation of the budget. “We believe that the implementation of the current year’s budget will be a strong departure point for achieving the goal of ‘100 billion dollar economy’,” he said.

The Confederation of Nepalese Chambers of Commerce and Industry (FNCCI) has urged the government to effectively implement the 74 points related to private sector and economic prosperity mentioned in the budget for the current fiscal year. According to the Confederation, the budget watch document has been prepared by studying the steps to be taken for the implementation of these points and clearly stating the role of the concerned agencies, necessary legal reforms and what should be done by which body.
