TU incurs loss of two billion rupees due to non-return of professors who have gone on study leave

Kathmandu. Tribhuvan University (TU) has incurred a loss of more than two billion rupees due to the non-return of its professors. As per the TU rules, teachers and employees can get study leave for up to five years.

The university has been providing study leave with salary with the objective of producing qualified, efficient and research-friendly academic manpower. However, professors have been found to have misused the holidays to the extreme. TU had formed a three÷member committee under the coordination of Dr Jeevan Kafle to look into the teachers and employees who do not return after going on study leave. Krishna Hari Acharya and Deepak Tiwari are the members of the committee.

As many as 398 professors were found misusing their study leave. This has caused financial as well as academic loss to TU. The appointment of part-time and contractual teachers in place of permanent teachers who have gone on study leave has put additional financial burden on TU.

Committee coordinator Dr Kafle said the TU has been facing financial loss, educational problems and moral loss due to the increasing number of those who have gone abroad on study leave. “The careless attitude of the teachers and employees not to return home after going on study leave has sent a negative message to the students,” he said, adding that the perception of TU has also been affected. ”

The TU Executive Council had formed an investigation committee on January 9, 2081. A total of 398 professors, including 191 who did not return home and 207 who did not complete their studies on leave, according to the report prepared by the probe committee. According to Kafle, additional 50-60 files have also been found.

The TU Teachers and Employees Service Regulations-2050 BS states that any teacher who has availed study leave for more than three years and five years should return to service for at least five years. According to the rules, if he enjoys a three-year study leave, he will have to work in the service of the university for at least three years.

Teachers and employees have also made a promise to return the salary and allowances they are receiving from the TU coffers with 10 percent interest if the teacher does not return after the completion of the study leave. It is found that after taking salary from TU for five years and after completing leave, he has been living in America, Australia, Canada and other countries of Europe.

Rector of Tribhuvan University Prof Dr Khadga KC said that the TU had the courage to bring out the issue of misuse of study leave which has been a problem for many years. The study carried out by the committee found that 193 people had not returned home after completing five-year study leave and had not completed their studies on study leave. ”

According to Dr KC, 20 TU students have already paid the amount of money out of the TU letter to return the principal along with the interest as per the agreement made with the university. Six crore rupees have been returned from them. If they do not return after the completion of the study leave, they will return the salary and allowances received from the TU treasury with 10 percent interest. They are returning the money as per the agreement.

More than 50 professors are in the process of returning to school after TU asked them to do so. According to the TU, professors who do not return from TU have to return at least Rs 10 lakh to more than Rs 50 lakh per person. Dr KC said, “We are still working ruthlessly. Now, in the second phase, we will make public the names of those who do not submit the money, and if they do not come in contact even within the 35-day notice period, we will recommend action to the concerned authorities. ”

If the service and perks of a teacher for the post of Assistant Professor of TU are taken into account, then a teacher will receive a basic salary of Rs 48,737, a basic salary of Rs 13,000 for eight grades, Rs 12,348 for deducting 10 percent each from Employees Provident Fund and Citizen Investment Fund, Rs 2,573 for monthly sick leave, Rs 2,573 for monthly sick leave, Rs 2,000 for dearness allowance and Rs 1,000 for academic allowance and Rs 61,737 for festival expenses. According to the preliminary details of the report, around two billion rupees were misused during the year.

Concerns of the Prime Minister and Education Minister

The government has taken note of the misuse of study leave. Prime Minister Balendra Shah and Minister for Education, Science and Technology Sasmit Pokharel, who is also the spokesperson of the government, are conducting the study with interest. Prime Minister Shah and Education Minister Pokharel’s secretariat held discussions with Dr Kafle, coordinator of the probe committee. TU has intensified the activities after the Prime Minister and Education Minister showed their concern.

Committee coordinator Dr Kafle shared that they are looking for the professors and employees who have not returned to the Dean’s Office, Campus and Central Department. He said, “The situation of misuse is more than the previously assessed number and after the formation of the committee, the misuse people are taking initiative to pay the compensation amount as per the TU Rules after assessing the impact on public life.” ”

Dr Kafle said that the team has so far made a direct observation of 60 per cent of the constituent campuses and offices of TU and found that there were a significant number of teachers and employees who did not return to service after taking study leave as well as those who could not get their degrees after taking study leave.

TU has been providing study leave from one year to five years to the local teachers and employees working in the campus offices under the university for their career development. The university provides one year to five years of paid study leave with the expectation that the knowledge and skills gained from the study leave would be in the overall interest of the university.

Teachers who are on study leave have to serve in the university according to the time they use the study leave and there is also a provision of punishment for the teachers and employees who do not serve accordingly. TU had written a letter to the teachers and employees who did not return on study leave and asked all the bodies to provide the details of the teachers who did not return. However, due to lack of accurate details, the committee is going to collect it by reaching the campus.

“The committee is visiting the concerned campuses and conducting investigations. It is reported that a large number of teachers and employees have not returned home after going on the holidays”, committee coordinator Dr Kafle said. According to the committee, it has been studying all the files from 2044 BS onwards. TU did not have data on how many teachers and employees of TU went on study leave and how many went hiding. Therefore, TU is collecting data by forming a committee.

According to the committee, the search has been completed at the Campus÷Dean’s Office÷Central Department of TU. He said that the data on the number of teachers and employees who are hiding abroad would be made public at once. The committee, which has been given a deadline till mid-July, is working in full swing.

Four hundred misused their leave

The committee reached all the bodies of TU for six months and found that 400 professors had misused. The professors who have not returned from the study leave have started returning the amount after the committee urged them. So far, 44 applicants have applied for the project and 20 of them have returned Rs 65 million, said committee coordinator Dr Kafle.

He said, “Now Rs 6.5 crore has been collected from 20 people. We are also writing to others. ”

The number of teachers and staff who did not return from study leave is now around four hundred confirmed cases and the number is expected to rise to around five hundred. As per the university rules, students can stay on study leave for up to five years. A student who has completed the study leave for three years is required to serve for at least three years while those who have availed more than the leave are required to serve for at least five years. When the teacher is on leave, he or she has made a commitment to return to the Nepali paper. If they do not return, they will be able to recover the amount from the property. However, the TU teachers who went on study leave since 2045 BS have not returned.

Most of the professors are reluctant to return the interest as they are more than the salary they have earned. TU officials are discussing what to do about it. Rector Dr KC stressed the need of support and cooperation from the government, civil society and media to hold the TU accountable as there were challenges and loopholes in the implementation of the report as there were still challenges and loopholes in the implementation of the TU.

According to the committee, the number of teachers and employees who do not return to campus offices after taking study leave is comparatively higher than that of the faculties. The committee concluded that some teachers of TU did not complete their studies on time after taking the approved study leave and did not return to the campus or department after the expiry of the leave.

As per the rules, a teacher can be removed from service or dismissed if he is absent from the campus or office for 90 consecutive days without notice. They send their resignation letters to TU from abroad but do not return the money.

Many professors of the Faculty of Humanities and Social Sciences, the Institute of Science and Technology and the Institute of Engineering have misused their leave while conducting such research. As many as 398 professors have misused their leave allotment including 114 in humanities and social sciences, 106 in science and technology and 99 in engineering faculties. Among them, 28 are in the Institute of Forest Studies, 13 in Agriculture and Animal Science Institute, nine in Medicine, nine in Education Faculty, 19 in Management Faculty and one in Law Faculty.

MP to revert

KATHMANDU: Members of the Rastriya Swatantra Party (Rastriya Swatantra Party) (Rastriya Swatantra Party) and Nepali Congress (NC) have returned their salaries and allowances. National Assembly member Jagat Timilsina from Gandaki Province and Dr Ananda Chand from Kailali-5 returned the amount to the people.

TU has deposited the amount collected from the teachers and employees misusing the study leave in the pension fund.
