Kathmandu. In today’s meeting of the House of Representatives, lawmaker Bipin Kumar Acharya proposed to take forward the development of the voting system as a national pride project in the upcoming elections.
Discussing the government’s annual policy and programme for the coming fiscal year 2083/84 on a partisan basis, he urged the government to adopt a policy of allocating capital budget only on the basis of mathematical weightage of infrastructure needs index, ending political access and discretionary rights.
“Make the selection and expenditure system of every scheme transparent by linking it in a public digital dashboard,” he said. Lawmaker Acharya demanded that a policy should be made to implement ‘time card’ to ensure that citizens get all government services within the stipulated time. He suggested setting up a performance-based accountability mechanism keeping a check on the employees delaying service delivery and avoiding responsibility.
Acharya drew the government’s attention to include in the policy and programmes the topic of investing in capacity enhancement and career development of the parliamentarians who are carrying the responsibility of making the future of the country and the people bright. “First, the investment lawmakers should be given the facilities of personal secretaries,” he said.
Lawmaker Acharya stressed that both lawmakers and citizens should know the accounts of the questions raised in the parliament in a transparent manner. “This time’s policy and programme should include the issue of creating a digital dashboard so that the general public can directly track which lawmaker raised what issue, whose attention was drawn and what process was forwarded in this regard,” he said.
Lawmaker Acharya stressed that the policies and programmes should give high priority to the structural and policy arrangements required to institutionalize the concept of ‘right to recall’ that could be recalled by the people before the end of their term.
