Special committee formed to study disaster in National Assembly

Kathmandu. A meeting of the National Assembly today has formed a nine-member special committee to study the risks, damage and rehabilitation of the disasters in the Bhotekoshi and Kaligandaki corridors and recommend a roadmap for long-term risk reduction.

In the meeting, Chairman of the National Assembly Narayan Prasad Dahal informed that a ‘Parliamentary Special Committee has been formed to study and monitor the Bhotekoshi and Kaligandaki corridor disasters’. Krishna Prasad Poudel, Geeta Devkota, Ghanashyam Rijal, Shree Krishna Prasad Adhikari, Samjhana Devkota, Somnath Portel, Puja Chaudhary and Tul Prasad Bishwakarma are the members of the committee. One member will be added to the committee later.

The committee will review disaster risk reduction preparedness, loss of life and property, search for the disappeared and affected, rescue, relief and compensation, treatment of the injured, management of dead bodies and rehabilitation. Similarly, the committee has been assigned the mandate of recommending a roadmap for disaster rehabilitation, reconstruction of physical infrastructure, risk reduction and climate justice by analyzing the impact of climate change.

The committee will suggest the necessary mechanisms for the development and effective implementation of scientific and modern early warning systems and technologies that provide risk information before disasters. Scientific analysis of the causes, risks and long-term effects of disasters will also be conducted by interacting with thematic experts.

The committee will study the appropriate framework for cooperation with disaster-affected neighbors for the exchange of experience, technology, information and resources and cooperation in disaster risk reduction, rescue, relief and rehabilitation. The committee will also study the international system and possible legal basis for receiving compensation for losses from countries that have contributed negligible to climate change but have contributed negatively.

Similarly, the committee’s mandate is to conduct a scientific study on the basis of geological, geographical and climate-related risks to identify the places that will be less damaged in the future while constructing new settlements. The term of the committee will be till mid-January 2083. The committee will be able to prepare the necessary work procedure, action plan and work schedule and coordinate with the special committee formed in the House of Representatives.
