Civil servants not allowed to comment on social media

Kathmandu. A law has been proposed that the employees of the Government of Nepal cannot comment on any political issue. This provision has been made in the proposed Federal Civil Service Act, 2083. The proposed bill has proposed a rule that prohibits the use of social media by the civil servants to comment on political issues.

According to Clause 88 of the bill registered by the Government of Nepal in the parliament today, an employee cannot make such comments in favour of or against any political party or office-bearer of any political party on social media or electronic media.

The clause also prohibits him from making any statement that may promote social hatred or discord and incite violence. The clause of the proposed bill states that a civil servant should not publicize or express anything on his personal page or ID about any act done on electronic media or social media in a manner that may promote social disharmony or discord, incite violence or make any comment for or against a public official or any political party or office bearer of any political party or political party or in the discharge of his office.

According to the provision made in this bill, now any employee will have to be very careful in the use of social media while performing his official duties. This provision also seems to be about publicizing the government work done by him from his personal ID or page.
