Kathmandu. The Independent Power Producers’ Association of Nepal (IPPAN) Chairman Ganesh Karki and Deputy General Secretary Prakash Chandra Dulal have started a tussle on Sunday.

Earlier, Karik had issued a statement warning Deputy General Secretary Dulal not to make baseless publicity about the statute and IPPAN. Following this, Deputy General Secretary Dulal responded to the request saying that the 24th annual general meeting and convention was being held without implementing the decision endorsed by the 23rd annual general meeting of the organization.

Issuing a press release today, Dulal claimed that the election process was being forwarded without implementing the 24th annual general meeting and 23rd general meeting of IPPAN taking place on June 12.

Stating that the 23rd General Assembly had given the responsibility to the President of the Association, Ganesh Karki, to implement the decision regarding transformation in the FNJ, he claimed that it was not morally and legally appropriate to announce the convention without fulfilling the responsibility.

According to Dulal, the general assembly held on June 14, 2080 had formed a five-member committee under the coordination of advisor Bhanubhakta Pokharel to rewrite and amend the statute of the organization. The 23rd annual general meeting held on July 14, 2082 unanimously endorsed the report and draft of the Statute prepared by the committee.

He said that IPPAN would be transformed into an umbrella organization of all the organizations in the energy sector and a new federation convention would be held within a year.

Claiming that the decision of the FNJ meeting could not be overturned by the working committee meeting, Dulal said that the decision of the 200th working committee meeting held on April 18, 2083 was legally questionable.

According to Dulal, the 23rd general assembly itself accepted the fact that the statute was passed as the report and draft of the statute amendment and rewriting committee were safe, in a press release issued by Karki on June 7. In such a situation, the attempt to take the proposal of amending the statute to the general assembly without implementing the statute has created uncertainty about the decision of the organization, he alleged.

He claimed that calling a convention without fulfilling the responsibility given by a general assembly is not only a moral but also legally difficult issue and it is illegal for all the working committee members to support it.
