Kathmandu. All seven provinces have presented their budgets for the fiscal year 2083/84. The seven provinces presented a budget of Rs 291.99 billion.
Bagmati Province has allocated the highest budget of Rs 66.93 billion among the seven provinces. Similarly, Madhesh Province has presented a budget of Rs 41.13 billion, Koshi Province has presented Rs 40.44 billion, Sudurpaschim Province has presented Rs 37.70 billion, Lumbini Province has presented Rs 37.38 billion, Karnali Province has presented Rs 35.39 billion and Gandaki Province has presented a budget of Rs 32.99 billion.
As per the constitution, the federal government should present the budget on May 29 and the provincial government on June 15.
Koshi Pradesh
The Koshi Province government has presented a budget of Rs 40.44 billion for the coming fiscal year 2083/084 BS. Minister for Economic Affairs and Planning Bidur Kumar Lingthep presented a budget of Rs 40.44 billion in the provincial assembly on Monday. Minister Lingthep has allocated Rs 13.97 billion for recurrent expenditure, Rs 20.75 billion for capital expenditure and Rs 150 million for financial management.
A budget of Rs 5.56 billion has been allocated for the local levels. According to the budget, Rs 5.50 billion will be received from internal revenue, Rs 12.87 billion from revenue sharing and Rs 9.12 billion from financial equalization grants. Similarly, Rs 5.95 billion will be provided through conditional grant, Rs 640 million from supplementary grants and Rs 550 million from special grants. Similarly, Rs 200 million will be managed through direct payment system and Rs 5 billion will be paid from cash deposits.
Madhesh Province
The Madhesh Province government has presented a budget of Rs 41.13 billion for the fiscal year 2083/84. Finance Minister Yubaraj Bhattarai presented a budget of Rs 41.13 billion for the fiscal year 2083/84 in the Madhesh Province Assembly on Monday. This budget is 13 percent less than last year. Of this, Rs 14.66 billion or 35.64 per cent has been allocated for recurrent expenditure and Rs 26.47 billion for capital expenditure.
According to the budget statement, Rs 12.83 billion will be collected from federal revenue allocation, Rs 9.49 billion from federal financial grants, Rs 11.22 billion from internal revenue and miscellaneous receipts and Rs 6.08 billion from the current fiscal year’s reserves. The remaining Rs 1.50 billion will be managed through internal loan.
Bagmati Pradesh
The Bagmati Province government has presented a budget of Rs 66.93 billion for the coming fiscal year. Presenting the budget on Monday, Minister for Economic Affairs and Planning Prabhat Tamang had allocated Rs 22.96 billion or 34.31 per cent of the current budget while Rs 43.97 billion or 65.69 per cent of the capital expenditure.
According to the budget, Rs 30.15 billion will be collected from revenue allocation, Rs 7.73 billion from other sources of revenue and Rs 15.31 billion from grants from the federal government. Similarly, Rs 12.76 billion will be collected from savings and Rs 960 million will be received from miscellaneous receivables and Rs 960 million will be received from other institutions and investment repayment.
Gandaki Province
The Gandaki Province government has presented a budget of Rs 32.99 billion for the fiscal year 2083/84. Minister for Economic Affairs of Gandaki Province Jeet Bahadur Sherchan presented a budget of Rs 2.99 billion which is Rs 1.02 billion more than the current fiscal year. According to Sherchan, Rs 12.72 billion or 38.56 per cent of the current budget has been allocated while Rs 20.02 billion or 60.68 per cent has been allocated for capital expenditure.
Rs 25 crore has been allocated for financial management. According to Minister Sherchan, the government will get Rs 7.04 billion through fiscal equalization, Rs 10.16 billion as revenue allocation, Rs 510.4 million as royalty allocation, Rs 3.93 billion as conditional grant, Rs 554.6 million as supplementary grant and Rs 395.4 million as special grant. Similarly, Rs 5.04 billion has been deposited from internal resource mobilization and Rs 2 billion from the current fiscal year, he added. He has mentioned in the budget that the remaining Rs 1.75 billion will be met through internal loans.
Lumbini Pradesh
The Lumbini Province government has presented a budget of Rs 37.38 billion for the coming fiscal year 2083/084 BS. Minister for Economic Affairs and Planning Dhanendra Karki presented the budget on Monday. Accordingly, Rs 22.71 billion has been allocated for capital expenditure and Rs 11.11 billion for recurrent expenditure.
A total budget of Rs 37.38 billion has been presented including Rs 3.55 billion for financial management. According to the budget, Rs 6.61 billion will be received from internal revenue, Rs 12.31 billion from revenue sharing and Rs 8.56 billion from fiscal equalization grant.
Rs 4.45 billion will be provided as conditional grant, Rs 760 million as supplementary grant and Rs 630 million as special grant. Similarly, the government will bear Rs 300 million from royalty and Rs 3.73 billion from cash reserves.
Karnali Pradesh
The Karnali Province government has presented a budget of Rs 35.39 billion for the fiscal year 2083/84. Minister for Economic Affairs and Planning of Karnali Province Rajib Bikram Shah has allocated Rs 8.60 billion or 24.31 per cent of the current budget while Rs 20.74 billion (58.31 per cent) has been allocated for capital expenditure. Likewise, Rs 500 million has been allocated for financial management and Rs 5.54 billion has been allocated for financial transfer to the local level.
The sources of the budget include Rs 850.5 million from internal income, estimated surplus of Rs 6.41 billion, revenue from revenue sharing from the federal government Rs 10.66 billion, fiscal equalization grant of Rs 10.63 billion and conditional grants of Rs 5.67 billion. Similarly, Rs 66.78 crore is supplementary grant from the federal government and Rs 48.56 crore is special grant.
Far-Western Region
The Sudurpaschim Province government has unveiled a budget of Rs 37.70 billion for the fiscal year 2083/84. Minister for Economic Affairs Bikram Singh Dhami presented the budget for the coming fiscal year 2083/84 at Rs 1.72 billion from internal revenue mobilization and Rs 10.24 billion from the government of Nepal.
According to the budget, Rs 70 million will be received from the distribution of federal royalty, Rs 9.06 billion will be received from the government of Nepal, Rs 9.65 billion will be saved from the allocation of the fiscal year 2082/83, Rs 6.03 billion will be received from conditional grants, Rs 388 million will be received from supplementary grants and Rs 527.6 million will be received from special grants.
