Kathmandu. Biratnagar, June 26: The Biratnagar Metropolitan City has unveiled a budget of Rs 3.56 billion for the fiscal year 2083÷84.
As per the agenda of the 18th session of the municipal assembly, Mayor and Municipal Assembly Chair Nagesh Koirala has given permission to Deputy Mayor Shilpa Nirala Karki to unveil the budget. The federal government has estimated that Rs 1.07 billion will be earned from inter-governmental financial transfer, including Rs 334.3 million in financial equalization grant, Rs 732.9 million in conditional grant and Rs 5.6 million in capital grant.
Likewise, the province government is estimated to earn Rs 142.66 million with equalization grant of Rs 36.22 million, conditional approval Rs 40.124 million for current expenditure and Rs 66.3 million for conditional grant.
The revenue from allotment is estimated to be Rs 30.8 million from vehicle tax, Rs 4 million from entertainment tax, Rs 6 million from advertisement tax, Rs 67 crore 95 lakh from house and land registration, Rs 153.9 million from VAT and Rs 51.3 million as excise duty.
The total income in the budget is Rs 3.56 billion including Rs 1.27 billion from internal income, Rs 11.6 million from various organizations and Rs 140 million from bank deposits. As per the budget, Rs 109.28 million has been allocated for social development, Rs 70.÷9 million for health, Rs 6.6 million for women development, Rs 4.86 million for children, Rs 5.7 million for disability, Rs 1.6 million for senior citizens, Rs 42.75 lakh for elimination of gender-based violence and Rs 1.6 million for drinking water and sanitation. A total of Rs 265.55 million will be spent on social development including Rs 5.936 million in community development programme and Rs 63.17 million in grants to various organisations.
Similarly, Rs 4.65 million has been allocated for economic development, Rs 14.2 million for livestock and veterinary development, Rs 1.15 million for cooperatives, Rs 6.4 million for entrepreneurship development, Rs 800,000 for protection of consumers’ welfare, Rs 21.47 lakh for employment promotion, Rs 1.2 million for tourism promotion, Rs 1 million for public-private partnership and Rs 1.04 million for safe migration. It has been estimated.
Rs 10 million for infrastructure development, Rs 43.56 million for ward-level projects, Rs 4 million for urban development house design permit, Rs 2.3 million for land use housing and settlement development programme, Rs 150 million for multi-year and non-year projects, Rs 250 million for multi-year contracts and liability projects, Rs 600 million for town level plans and programmes. According to the bill, Rs 10 million will be spent on infrastructure development, including Rs 10 million for electricity and Rs 10 million from the projects operated by the Road Board.
A total of Rs 29.31 million will be spent on good governance and institutional development, including Rs 2.4 million for revenue management, Rs 4.7 million for law and judicial, Rs 32.80 million for municipal police and traffic management, Rs 4.8 million for information and communication, Rs 66.80 million for information technology, Rs 4 million for good governance and service delivery and Rs 3.4 million for social security and registration.
Similarly, Rs 25.96 million is estimated to be spent on forest environment and disaster management, Rs 12.8 million for waste management, Rs 9.6 million for disaster management and Rs 3.5 million for forest, environment and greenery promotion.
According to the budget, the government will spend Rs 762.8 million for office operation and administrative expenses, Rs 732.9 million for conditional recurrent grant, Rs 5.6 million for capital grant, Rs 401.24 million for conditional recurrent grant and Rs 66.3 million for capital grant.
According to Mayor Koirala’s press advisor Min Kumar Nabudit Shrestha, the session will hold discussions on various bills and committees’ reports and endorse decisions taken at different meetings held in different times.
